Honorable Tony Inocentes, Sr., QM, retired as a publicly elected official in San Diego County in January 2003. He has served in many executive officer positions for the American Collectors Association, California Association of Collectors, Consumer Credit Executives of Los Angeles, Orange County and San Diego, plus the Lakewood, California Chamber of Commerce. As a public policy maker, Tony Inocentes, Sr., oversaw San Diego County's second largest municipal water district with an annual budget of $66 million and over $110 million in reserves. From 1994 to 2002 Tony Inocentes served twice as President and once as Treasurer of the Board of Directors while representing the fastest growing region in California. Tony Inocentes, Sr. was just out of high school when he began his career in the credit and collection industry in the Los Angeles and Orange County region in 1973. Three years later, at only 21 years of age, he became the Chairman of the Board and CEO of one of the largest collection agencies in Los Angeles and Orange County filing and average of 100 civil lawsuits a month to recover money. At that time he was the youngest collection executive in the USA. His innovations as a young operator changed the entire industry. First he pioneered the use of in-house computers, he then helped a national credit bureau create and introduce tracing by social security numbers, he had input into the legislation that created the treble damages check law in California, he was a primary contributor to the language for the California Fair Debt Collection Practices Act, he created and helped write one of the first check by phone software programs for PCs (Chex by Phone), he created the original collection relativity tables and strategies used by one of the nations most poplar collection software vendors, and many other things that have advanced the recovery of delinquent debt in California. Mr. Inocentes served as a consultant to the State of California, Department of Consumer Affairs, Bureau of Collections and Investigative Services from 1988 to 1991. He was contracted to analyze and conserve trust funds held by licensed and bonded collection agencies on their client's behalf. The QM designation in his title stands for Qualified Manager and was attained by passing the required state exam to operate a collection agency in 1974. The QM is similar to a Broker designation in real estate. There have been no new QMs since 1991. In 1984 Tony founded The Chemeria Consultancy to advise on Finance, Credit, and Collection matters to major credit grantors. Over 31 years Tony has consulted and provided services to the nations largest credit grantors like Bank of America, Crocker Bank, Wells Fargo Bank, JC Penney, Robinsons-May, LA Cellular, California Contractors State Licensing Board, Albertsons, Ralphs, Safeway, Ceasar's Palace, plus 30 hospitals, the Hospital Council of Southern California and hundreds of medical and dental professionals. From 1986-1988 Tony Inocentes served as the Executive Credit and Collection Manager of one of California's largest department store chains. Tony Inocentes is a unique credit and collection wiseman with incomparable credentials. He is the only practicing credit and collection professional left in California to have held executive positions as a credit grantor, third party collector and industry regulator. In over 31 years of involvement with credit and collections Tony Inocentes has been been responsible for the initiation and administration of over 18,000 civil lawsuits and the recovery of over $500 million of delinquent debt. Qualifications that are unmatched in the USA. But the Honorable Tony Inocentes, Sr. QM., started his career that way 31 years ago when he entered the industry as the youngest QM and youngest collection operator in the country.
