Our Founding Chairman and CEO, the Honorable Tony Inocentes, Sr. QM, administers this multi-disciplined consulting firm. He retired as a publicly elected official in San Diego County in January 2003. Mr. Inocentes has also served as President of a California Trade Association and the Lakewood Chamber of Commerce in Californina.

As an elected public policy maker, Tony Inocentes, Sr., oversaw San Diego County's second largest municipal water district with an annual budget of $66 million and over $120 million in reserves from 1984 to 2002.  The water district encompassed California's fastest growing region in the state.

Tony Inocentes, Sr. has Chaired The Chemeria Consultancy since 1984. The company was orginally set-up to serve business as Credit and Collections consultants. Mr. Inocentes has been a QM, Qualified Manager, in the collection agency industry since 1976. He is one of only three to share his distinguished qualifications in credit and collections in the world.
 
Today  the company, under Tony's leadership, has expanded to offer competent consultation in additional fields. The Chemeria Consultancy supports the business world daily offering guidance, knowledge, and influence in governmental relations, political outreach, opinion research,  marketing, along with its original discipline of credit and collections.

Tony Inocentes, Sr., has been a confidential consultant to top executives of some of the largest international firms. But he is proud most of his long history of sensitivity to developing new opportunities for disadvantaged and emerging business enterprises. A role recognized by former President Ronald Reagan with a personal invitation to meet at the Whitehouse.

Tony Inocentes, Sr., is a single Mr. Mom with two sons 27 and 20 and one grandson Tony III 12 years old. His sons are the youngest collection agency executives in the world and they are the majority stockholders of  MasTon Capital.  Tony Inocentes, Sr is semi retired and travels often between the USA and the Philippines.
